What is LL87?
LL87 is a law that requires all buildings over 50,000 square feet to perform an energy audit and building tuning (i.e. retro-commissioning). Buildings smaller than 50,000 square feet must also comply if they are on a building lot with other buildings that together sum to over 100,000 square feet. Buildings must report on the year indicated by the last digit on their tax block number (e.g. “5”=2015) and every tenth year thereafter.
How does LL87 work?
Daylight Savings will visit your facility to collect equipment information and to take measurements, test, and observe the operation of the equipment. We will note any items that need to be fixed in order to comply with the building tuning (i.e. RCx) portion of the law. We will verify that the identified items are fixed and then we will submit your energy audit report to the City and you will be in compliance.
What happens if I ignore LL87?
Failure to report is a Major (Class 2) violation with penalties of $3,000 in the first year and $5,000 for each additional year. The department will not accept any outstanding submissions if outstanding penalties are not paid in full.
